Abstract

The crisis of 2012–2017 had a negative impact on the development of the food industry in the North Caucasus Federal District ( hereinafter District, NSFD). A significant part of the enterprises in the branch is poorly adapted to the structural crisis, the preservation of financial stability in the conditions of which actualizes the need for fundamental social and economic changes. State programs to support import substitution, the food embargo on the importation of certain goods types  from the EU, USA, Canada, Australia and Norway have created real prerequisites for the development of the domestic food market and the industry as a whole. An assessment of different points of view on the development directions of the North Caucasus suggests that this region, which has a significant and unique demographic, recreational, hydropower, and biological potential, should take a leading place in the production of food products along with Central Russia, the Volga region, and the Urals. The degree of localization, mass character, resistance to crisis phenomena and negative economic changes allowes us to consider the food industry to be  an attractive investment, quickly paid back and profitable industry. At the same time, the predominance of sectors with low labor  productivity  in the economy structure of mоst constituent entities in the District requires its innovative development.
