Kulintsev Valery Vladimirovich - Director of the Federal State Budgetary Scientific Institution "North Caucasus Federal Scientific Agrarian Center", Doctor of Agricultural Sciences, Chairman of the Academic Council.

Kulintsev Valery Vladimirovich, was born on August 22, 1959 in Alma - Ata, Republic of Kazakhstan. In 1978 he graduated from the Taldy-Kurgan Veterinary Technical School of the Ministry of Agriculture of the Kazakh SSR, and in 1986 - Alma-Ata Veterinary Institute with a degree in "Animal science". In 2004 he graduated from the North Caucasus Academy of Public Administration with a degree in State and Municipal Administration, in 2009 - from the Russian State Social University with a degree in Finance and Credit.

In 2000, he successfully defended his PhD thesis for the degree of Candidate of Agricultural Sciences on the topic: "Enrichment of whole milk substitutes, compound feeds with lysine, methionine, threonine in combination with vitamins A and B12 in the cultivation of dairy calves" in the specialty 06.02.02 - Feeding of farm animals and feed technology, in 2011 - doctoral dissertation for the degree of Doctor of Agricultural Sciences on the topic "Optimization of amino acid nutrition of young farm animals" in the specialty 06.02.08 – Feed production, feeding of farm animals and feed technology.

He started his career in 1978 in the Kazakh SSR, since 1992 he has been living and working in the Stavropol Territory.

In 2004, he was elected head of the Shpakovsky Municipal District of the Stavropol Territory. Thanks to the effective management model created by V.V. Kulintsev, during the difficult time of the reform of local self-government, the district gained political and economic stability. The experience of the local self-government bodies of the Shpakovsky district was highly appreciated by the Government of the Stavropol Territory. It was studied by numerous delegations from other regions of the region and subjects of the country.

In 2006-2007, V.V. Kulintsev headed the Ministry of Agriculture of the Stavropol Territory. From 2009 to the present, he has been the head of the federal state budgetary scientific institution "North Caucasus Federal Scientific Agrarian Center".

Kulintsev V.V. consolidates scientific forces for conducting fundamental and applied research in the following areas:

creation and use of promising technologies for intensive animal husbandry, including by improving the quality of feeding, increasing productivity and breeding work;

conducting in-depth breeding work aimed at increasing productivity, typification and consolidation of hereditary properties of animals;

application of innovative technologies for obtaining new highly adaptive varieties of grain, fodder and medicinal crops of the Center's selection;

ensuring sustainable development of the agro-industrial complex in the North Caucasus Federal District;

development and implementation of new generation farming systems adapted to natural and climatic conditions that contribute to the conservation of soil resources and the solution of social problems in the Stavropol territory.

Valery Vladimirovich - Member of the Scientific Council of the Department of Agricultural Sciences of the Russian Academy of Sciences in the field of agriculture, land reclamation, water and forestry, Chairman of the North Caucasus Section of the Central Territorial Board of Directors under the Ministry of Education and Science of the Russian Federation, member of the Coordinating Council for Higher Education and Science under the Governor of the Stavropol Territory and the Board of the Ministry of Agriculture of the Stavropol Territory, member of the joint Dissertation Council D 999.210.02 on the basis of the North Caucasian FNAC and the Stavropol State Agrarian University in the specialty 06.02.10 — private animal husbandry, technology of production of animal products (agricultural sciences).

Kulintsev V.V. heads the Public Council of the Shpakovsky Municipal District of the Stavropol Territory. He was elected Chairman of the Public Council three times in 2013, 2016, 2019. Honorary citizen of the Shpakovsky district of the Stavropol Territory. He was awarded the silver and gold medals "For Contribution to the development of the agro-industrial complex of Russia" (2009, 2011), the medal "For Services to the Stavropol Territory" (2012), Honored Worker of Agriculture of the Russian Federation (2014).

Author of more than 140 scientific papers, including 9 monographs and 7 patents.
